PRS Bakersfield was awarded the bid to replace Oxnard Airport’s runway utilizing Lime Stabilization before reopening. The original plan called for an initial application of 3% and a mellow time of 7 days.

After seven days, another application of lime at 2% was to be completed. The plans
and specs specified the soil weight which directly affects the quantity of lime needed; the issue was that the specified soil weight was significantly higher by 15 pounds per cubic foot.

This directly affected our costs and the airport was unwilling to pay for a change order. Our solution was to do our second application with cement instead of lime. This was an additional cost to Sully-Miller, but significant cost savings to our bottom line. Coming
to an agreement on the changes with Sully-Miller, a change to the scope was submitted and approved.

The airport had a critical timeline for reopening the runway, which was exacerbated by funding delays prior to the start of the project. They also did not have the additional funds for a change order to cover the additional lime. We were able to work with the
airport to avoid any additional cost for them, as well as demonstrate the final product would have the same, or better, quality as the original specifications. This project was a great example of PRS, our customer, and the Owner working together and all enjoying a successful project, a.k.a. “A win, win, win!”
