About Us

Founded in 1989, Pavement Recycling Systems (PRS) first provided cold milling services to the Southern California market. Now PRS has subsequently grown into the premier general engineering subcontractor for cold-milling, soil stabilization, roller compacted concrete, and cold-in-place asphalt recycling in California and Nevada with a presence in Utah, Oregon, and Washington. In 2007, PRS added the highly regarded pavement preservation company, Pavement Coatings Company (PCC), adding pavement preservation services throughout California, and specializing in the use of RAP aggregates via our Reclaimed Aggregates division. Both PRS and PCC are owned by PRS Holdings, Inc., and are proud to be a 100% employee-owned.

Stephen Concannon

CEO

Steve began his distinguished career at PRS in November of 1990, starting as a milling machine operator. His dedication and versatility soon saw him taking on additional roles, operating pulverizers, recycle trains, sweepers, and loaders. This early period of hands-on experience equipped him with a deep understanding of the operational intricacies of the company.

In 1997, Steve was appointed as the San Diego Branch Manager following PRS’s acquisition of American Cold Planing in Escondido marking the beginning of his rise into leadership. In 2008, Steve’s leadership capabilities were further recognized as he began the role of Operations Manager, overseeing PRS operations. His tenure in this position was marked by a relentless pursuit of operational excellence and a commitment to fostering a culture of safety and efficiency.

In 2014, Steve succeeded PRS founder Rick Gove as President and CEO. This transition symbolized not just a change in leadership, but a continuation of the legacy of innovation, dedication and belief in our people that had been the hallmark of PRS. For the next eleven years, Steve served as President and CEO. With Steve’s successor, Kurt Eddy, rising to the role of President in 2025, Steve continues to serve as CEO.

Kurt Eddy has been a cornerstone of Pavement Recycling Systems (PRS) for over 25 years. His journey began in the early days as an operator, where he skillfully operated asphalt milling machines and pulverizers at PRS San Diego. His exceptional performance and dedication quickly set him apart, leading to his promotion to superintendent and later to Branch Manager at the San Diego branch in 2008.

In 2014, Kurt’s capabilities led him to the role of Operations Manager for Pavement Recycling Systems. His leadership and strategic vision paved the way for his further advancement to Chief Operating Officer (COO) of Pavement Recycling Systems, and later, COO of PRS Holdings. In 2025, Kurt succeeded Steve Concannon as President, marking him as the third President since the founding of PRS in 1989.

Kurt’s long tenure with PRS is not just a testament to his professional capabilities but also to his belief in the power of employee ownership. To Kurt, employee ownership equates to pride in one’s work. It reflects the efforts each individual contributes, which benefits the overall team and, in turn, the individual. This creates a culture that, regrettably, many do not experience in their professional lives.

Furthermore, Kurt believes that employee ownership empowers individuals with the ability to control their long-term financial health. This financial security allows them to better provide for future generations within their families. In essence, when individuals work hard to own something, they take much better care of it than if they were simply renting it or, in the context of a job, merely collecting a paycheck.

Kurt Eddy’s career trajectory and his philosophy on employee ownership encapsulate the spirit of dedication and collective success that PRS stands for.

Rick Yauney

Chief Financial Officer

Rick Yauney began his journey with PRS in 2024, bringing with him over 25 years of experience in financial management, risk management, and strategic planning. His expertise and proactive approach to leadership have enabled him to navigate complex financial landscapes.

Rick’s academic foundation includes a Master of Accountancy from Brigham Young University. This strong educational background has equipped him with the analytical skills and theoretical knowledge necessary to excel in his field.

Rick’s blend of experience, education, and fresh perspective on employee ownership has positioned him as a pivotal member of the PRS team, driving forward initiatives that align with the company’s strategic vision.

Although new to employee ownership, Rick recognizes its intrinsic value and appreciates the collaborative environment in which he works alongside fellow employee owners, united in pursuit of common organizational goals. This collective sense of ownership and responsibility, combined with Rick’s extensive experience in team-building and leadership, drives the organization’s success.

To me, our ESOP means customer service.  When you deal with someone at PRS you don’t deal with an hourly employee, you deal with an owner who has a stake in our customer’s success.  We don’t want to be just a vendor, subcontractor or material supplier we want to be a Partner!  You can see it in how our employee owners treat our customers, but also in how we do everything from taking care of our equipment, help in planning projects to success, our focus on safety and our commitment to each other.  There are  few things that give me as much pride as when I give a politician, agency representative, customer, vendor or potential employee  a tour of our office, shop, lab and yard. When I ask any random employee what the ESOP means to them, their answer and the pride and dedication in their voice as well as  the appearance of our grounds always leaves the same impression on the visitor.  What a top flight, special organization WE have.
